Propietarios firman 552 hectáreas de Bosques Húmedos Montañosos para la conservación - Fundación ProAves - por la conservación en el país de las aves

Gracias al esfuerzo de la mesa interdisciplinaria de la cual ProAves hace parte, Trece (13) Acuerdos Recíprocos por el Agua ( ARA’s) han sido firmados en el presente año, como una estrategia de Pagos por Servicios Ambientales y Mercadotecnia Socioambiental que demuestran el compromiso de la comunidad jardineña para unirsen en pro del cuidado de sus fuentes hídricas; sumando así, quinientas cincuenta y dos (552) hectáreas de Bosques húmedos montañosos protegidos.

Con el apoyo de las autoridades municipales, la empresa de Servicios Públicos Ingeniería Total, la Corporación Cerro San Rafael y de la comunidad del casco urbano del municipio de Jardín en Antioquia, se han establecido 13 ARA’s en predios ubicados en zonas abastecedoras del acueducto municipal; que además, son de vital importancia ecológica para la protección del bosque alto andino y las cuencas hidrográficas para garantizar la cantidad y calidad del agua en el municipio, específicamente en las microcuencas: Quebrada Bonita, La Herrera, la Linda y La Salada, las cuales están ubicadas en el área protegida Distrito de Manejo Integrado (DMI) de los Recursos Naturales de la Cuchilla Jardín – Támesis.

Los propietarios de las 552 hectáreas a conservar en un promedio de 5 años, lo harán de la mano de la Corporación Cerro San Rafael (conformada por miembros de la misma comunidad), la empresa Ingeniería Total, representantes de las Unidades Municipales de Asistencia Técnica (Umata), de la Corporación Autónoma Regional del Centro de Antioquia (Corantioquia) y de la Fundación ProAves. A su vez, este proceso es liderado por el señor Carlos José Quintero, un propietario que motiva a la firma de los ARA’s, miembro del Comité de Cafeteros y presidente del acueducto rural, quien voluntariamente y con un gran compromiso es el encargado de dirigir los procesos de entrega de los incentivos y las actividades para la “Campaña por el Orgullo”, la cual promueve desde hace varios años el motivar a los campesinos de alta montaña a conservar sus nacimientos y su patrimonio natural, especialmente sus fuentes hídricas.

El éxito del compromiso de la comunidad del casco urbano para hacer los aportes voluntarios y de los propietarios de los bosques para firmar los ARA´s, se debe en gran medida a las actividades propuestas dentro del marco de esta campaña para la cual se han realizado actividades transversales a la promoción de los Acuerdos Recíprocos por el Agua con más de 5.000 personas, entre las que se destacan: talleres en las sedes educativas, reforestaciones participativas con árboles nativos, programas ambientales en los medios comunitarios, celebración de la Semana por el Agua y los ARA´s al parque, este último para promover que las personas hagan el aporte voluntario para apoyar la entrega de los incentivos a los propietarios comprometidos.

Entre los incentivos entregados por la firma de los ARA´s se encuentran: reforestaciones con especies nativas, entrega de estufas ahorradoras de leña, cercados, señalización ambiental, pozos sépticos, entrega de árboles nativos y semillas. Adicionalmente, la Corporación Cerro San Rafael apoya a los predios comprometidos con esta iniciativa en cercar los nacimientos de agua, señalizar para promover conciencia en los predios que firmaron y que se encuentran en las zonas aledañas a los bosques protegidos para evitar la cacería, el uso de pesticidas, entre otros; y para dar constancia de lo pactado, estos compromisos se hacen ante la Notaria Municipal y testigos.

Como resultado de los años de conservación en los predios que han firmado, los propietarios han notado importantes cambios como la baja frecuencia en actividades de caza, se ha vuelto a ver el Gallito de Roca (Rupicola peruviana sanguinolenta), mejor calidad del agua en la zona y consideran que los ARA´s son una buena estrategia para prevenir futuros problemas ambientales en la región; así lo manifestó el señor Julio Eduardo Vargas, uno de los primeros propietarios beneficiados de esta iniciativa: “los ARA´s son fundamentales, hace unos 40 años quizás estas aguas eran muy buenas aguas, todavía quizás existen, pero mirando a un futuro como de aquí a unos treinta o veinte años, quien sabe que irá a pasar, hace falta mucho reforestar”.

Thanks to the efforts of ProAves, Thirteen (13) Reciprocal Agreements forWater (ARAs) have been signed this year, as a strategy of Payments for Environmental Services and Socioambiental Marketing showing the commitment of the community of Jardín towards the care of their water sources; making that five hundred fifty two (552) hectares of mountainous rain forests protected.

With the support of the municipal authorities, the Public Utilities company, Engineering Total, the Cerro San Rafael Corporation and the urban municipal community of Jardín in Antioquia, 13 ARAs have been established in properties located in areas of municipal water supply which, also are of vital ecological importance to protect the high Andean forest and watershed management to ensure the quantity and quality of water in the municipality, specifically in the microbasins: Quebrada Bonita, La Herrera, Linda and La Salada, which are located in the protected area Integrated District Management (DMI) Cuchilla Jardín Natural Resources – Támesis.

The owners of the 552 hectares to be conserved over an average of 5 years, will do it hand in hand with the Cerro San Rafael Corporation (made up members of the community), Total Engineering company, representatives of the Municipal Technical Assistance Units (Umata) of the Regional Autonomous Corporation of Central Antioquia (Corantioquia) and ProAves. In turn, this process is led by Mr. Carlos José Quintero, an owner who encourages the signing of the ARAs, member of the Committee of Coffee Growers and chairman of the rural aqueduct, who voluntarily and with great commitment, is responsible for directing the delivery processes of incentives and activities for the “Pride Campaign”, which has promoted and motivated high mountain farmers for several years to keep their resources and their natural heritage, especially their water sources.

The success of the community in making the voluntary village contributions and forest owners signing ARAs contributions, is due largely to the proposed activities within the framework of this campaign which have promoted cross-cutting activities with the promotion of Reciprocal Agreements for Water with more than 5,000 people, among which stand out: workshops in educational venues, participatory reforestation with native trees, environmental programs in community media, celebration of the Week for Water and ARAs to parks, the latter to encourage people to make voluntary contributions to support the delivery of incentives to the committed owners.

Among the incentives provided by the signing of the ARAs include: reforestation with native species, delivery of wood saving stoves, fencing, environmental signage, septic tanks, delivery of native trees and seeds. In addition, the Cerro San Rafael Corporation supports properties committed to this initiative of fencing off water sources, signage to promote awareness on the properties that have signed up and are in areas surrounding protected forests to prevent hunting, the use of pesticides, among others; and to give proof of the agreement, these commitments are made to the Municipal Notarialand witnesses.

As result of years of conservation on the properties that they have signed, the owners have noticed major changes such as low frequency hunting activities, the Andean Cock-of-the-rock (Rupicola peruviana sanguinolenta) has been seen again, improved water quality in the area and the ARAs are considered a good strategy to prevent future environmental problems in the region this was stated by Mr. Julio Eduardo Vargas, one of the first owners to benefit from this initiative, “the ARAs are essential, some 40 years ago maybe these waters were very good waters, perhaps they exist still, but looking to the future in about thirty or twenty years, who knows what will happen, it takes a lot reforest”.
